Hi All

I recently received the below PCN and was hoping there was a way out of it as i was only away from my vehicle for 10mins, probably less, as i was moving luggage from my car to my house.

The PCN only states that i was parked from one minute.
Also the pictures do not match the exact time on the PCN and the CEO did not take pictures of all four sides of my vehicle (which i believe is a requirement as part of the evidence for them to be valid).

An exemption exists for loading/unloading and an observation period is required you should make representations to the council stating what you have said here, re unloading the time difference between photos and issue of pcn as long as it is minor and not having photos of all sides of your car are not relivant

Dear Sirs

I am making representations against the issue of the above mentioned PCN as it was issued in error.

I stopped on Double yellow lines, as close as possible at the time to my house in order to unload luggage. Loading or unloading are a statutory exemption to parking on Double yellow lines.

I carried out this task with the minimum of delay as is required by the regulations. It is unfortunate that your CEO did not witness this unloading but as there was no observation period not strange.

Be assured that I do not habitually park on Double yellow lines but did so in this instance only to facilitate the unloading.

I trust that now the circumstances of this PCN are clear you will cancel it promptly

I think you need to add contextual info.

On **** I returned from holiday/staying with friends/family, whichever applies, where I'd been on holiday whatever since ******. If a holiday, provide docs e.g. booking form etc. if staying with friends, then say you could obtain witness statements.

Then the yellow line etc...

But if you embark on this with nothing more than a claim that you were unloading, then I think you're bound to end up at adjudication and not guaranteed of success. After all, anyone could say they were unloading just because it is an exemption. Saying is one thing, convincing the authority/adjudicator.

Add address of where the luggage was going.

If from holiday, got any luggage tags/receipt showing date and weight?
If not, include a copy of boarding card/tickets....
If moving into new flat..... tenancy agreement showing start date....
Include whatever to lend credibility to the story.
They like proof
