Hi
Got camera flashed and NIP says 45 mph on a 30
back of NIP has the form ...another piece of paper in with it entitled "what happens next" says that upon receipt of the form
further correspondence will be sent detailing options to discharge liability
these could include:
1 COFP
2 court hearing if i contest
My query is; if the from was returned ( effectively accepting liability) do they HAVE to offer me the COFP because it is on the sent paperwork?
my current status is full clean licence
NIP was sent to correct address within 14 days with no spelling mistakes / errors

They could opt to prosecute regardless, but it's just about certain you would get a COFP.
Oh and returned the form (not really an option) naming yourself as the driver is not admitting the offence.

There's no right to a fixed penalty but I see no reason why one wouldn't be offered (assuming the driver is named and there's sufficient time to issue one - they have to start proceedings within 6 months).

considering these lot are fast ( NIP on doorstep 8 days after date of alleged offence) if a photo is requested , received then form is returned with a signature error could this possibly take me over the 6 months?

Who knows? Probably something very similar.
But since the options "could" be included, i see no reason why not. That gives them the right not to include if the circumstances don't fit.

Its a standard piece of paper by all accounts...i am just trying to find out if anyone who got a ban got this paper as well ...

45 in a 30 is not going to end in a ban. You will get 3 points and £100.

Thank you ..so ..after they get the NIP back and I receive the COFP ..how long do i have then to pay?

28 days from the date of issue, to pay online or over the telephone, and post your driving licence to the regional Fixed Penalty Office so that your record can updated with the 3 point endorsement.
