Recieved a PCN from a traffic attendant last week. I was parked on a metered parking bay after restricted hours. I am probably bang to rights and dont have a leg to stand on, but is there a procedural impropriety on the back of the ticket handed to me by the attendant? should it not say somthing about the grounds under which you can make an appeal? dont know just clutching at straws here? can anyone help?

Please post up councils photos. The restriction cited is for DYL not metered bay. Can't see anything wrong with PCN but others are more knowledgeable

Tell us where you were parked on Notting Hill Gate, and supply a GSV reference too, please. As said above, the contravention is for yellow lines with a loading restriction at the time the PCN was issued.

thank you for fast reply, photos will be a couple of days, just got off the phone with them. photos are by email request and not online.
i was parked out in the parking bays just a few metres away from the KFC post code for GSV is w11 3hx i was parked where the white fiat 500 is. It is a metered parking bay with a yellow line running through it.

It's pay and display not meter. restriction 4pm til 6.30 pm syl and loading. so lets see the pics but looks bang to rights

OP, did you read the sign by the Fiat 500 ? Parking is restricted to 10am-4pm. Your PCN is timed at 16.28, (or 4.28 pm). Essentially you are bang-to-rights, so should consider paying the discount, unless there are compelling circumstances that would allow of an appeal based on mitigation.

one of my injectors had failed and my vehicle went into saftey mode. which means it wouldnt go over 5-10mph. i stopped there not seeing the signs, there were many cars parked at the time. went into a shop for 20secs and by the time i came out ticket was already on vehicle.

OK, you might have a credible appeal based on car breakdown, but why did you go into the shop, and what happened after the PCN issue ? Did you just drive off at 10 mph, or get the AA or RAC out to attend the vehicle ? Breakdowns are an exemption from the restriction, but you need to prove it could not have been foreseen, and you could not safely drive the vehicle. Receipts for breakdown attendance would strongly support your case, or witness statement)s) from a garage or mechanic.

to be honest i went into the shop to get a drink, i thought if i switched it off for few mins it would be fine but the vehicle had to be driven home at 10mph im afraid, very embarassing. I didnt have the luxury of an AA membership. i can get a witness statement about the vehicle going into safety mode from mechanic

You stopped your vehicle to get a drink is how this would be read.
Your vehicle was not immobilised and you were not prevented from proceeding because of circumstances beyond your control.
I cannot see any option ultimately but to pay, but challenge anyway on the basis of your account and see if the authority would exercise their discretion.
The 14-day period is up tomorrow, so don't delay your action.

Give it a go, but really you need some evidence of malfunction, like a bill for a new injector or something. Even then there's no guarantee of a win.
