I'd be surprised if this wasn't going on in every field that has been regulated, and where qualifications are done in "colleges" in dodgy rooms above high street shops.
Apparently the exams are regulated by exam boards, more used to dealing with academic institutions, who reportedly "take a serious line on fraud" but I'd be willing to bet they've not once done any random undercover checks themselves.
My bet is that the next expose will be the various cards required for the building trade.

I've heard the CSCS card in the building trade has similar issues as whitewing says.
