I got a parking ticket in Reading because the wind blew over one of my Resident's permits.

I submitted an informal appeal - as you do.

After two weeks, I had no response so I phoned them and they told me that they had my appeal but had not yet considered it. They said the ticket was "on hold".

Today I got a Notice to Owner, but have heard nothing about my informal appeal.

Can they just ignore the appeal?

Not ignore as such, they must consider.
A failure to reply means either they did not or that the reply got lost in post.
