It is almost unheard of for an NIP to be issued outside of 14 days, so:

When did you buy the car?

Have you moved in the last few months?

Are you SURE you are the registered keeper, have possession of the V5C registration document with you current address on it?

I am not the registered keeper. It is a leasehire car through VW leasing. Surely it cant take too long for the police to get my address from VW?

VW have 28 days to reply to the request for driver details.

In that case the NIP is almost certainly valid as the first one would havegone to the lease hire company.

In answer to the other half of your thread title, it would depend on the speed and if you are contesting it.

More details are needed for a full answer.

Only the 1st NIP has to meet the 14 days. Why do you think you need a lawyer? What's the allegation?
