I read that as the payments for parking, not for 'fines', so perfectly normal.
Hmmmmmm... maybe.
Surely as the land owners they would receive 100% of the charges, therefore I read it that they get a slice of the "action" from PE.
100% is the whole pie, not a slice, which would leave PE doing the 'enforcement' out of the kindness of it's stone cold unbeating heart...that won't be happening!
