Hello,

I am hoping people can advise.

I parked outside a friends house - I was delivering and working at his flat - went inside, I had to do some essential stuff and get out to the garden and put down the wood, fill out the permit and get back to the van. I went into the house and came back out 5 minutes later to find the CEO putting a PCN on my van. I had the permit in my hand starting a minute after the charge time, on the notice.

Times:

Went into the house 11:09
Came back out to van 11:15

Times on PCN 11:09 to 11:14
Time on photo of my van 11:15 - I was already there and talking to the CEO (he said he's written a note detailing I was there with my permit at 11:15)

I have mailed Islington stating the above and saying I was also delivering.

Do I have a case not to pay?

In a word, yes!

Let us know what response you get. Not only were you delivering (which doesn't need a permit as it's unloading and exempt) but then you arrived with the permit anyway.
