My friend got a PCN (which I cannot scan now) for parking on a red line and sent in a representation, as follows:
I was very surprised to receive the above PCN and wish to challenge it, as the
alleged area where I parked (a side part of the road which is also called Clapton
Common, but not the big Clapton Common);‐
a) is not subject to the red route order, and
b) many people park there for years and years and the local traffic
enforcement officers do not issue any PCN’s on that location,
c) I have checked the relevant legislation and can see clearly that this part
of the street is not included within the Red Route Order.

He got back a email from TFL on 28/3 saying as follows:-
Dear Sir/Madam
Thank you for your representation regarding the above Penalty Charge Notice.
This is currently being investigated, however in order for this to be investigated further please could you provide the name and address details of the registered keeper of vehicle registration ********.
Please provide this information by 11 April 2013. Failure to provide this information by this date can result in the charge continuing on its usual enforcement.

Can they ask for this info? there is no change in the name of owner / driver for years and he is the one doing the reps?
