I have a copy of the email from Mike Butler but instead of getting it from me email him yourself Mike.Butler@dvla.gsi.gov.uk
Ask him the following questions (copy and paste):
1) Can you confirm that Premier Parking Services (PPS) no longer have access to DVLA data
2) Can you confirm the exact date in September 2012 that they were no longer members of the BPA
3) How many requests for RK data has the DVLA received from PPS since the date that they were no longer members of the BPA
4) How many registered keeper data have the DVLA released to PPS since the date that they were no longer BPA members.
5) How many of those RK data releases related to PCNs issued prior to their leaving the BPA
6) How many of those RK data releases related to PCNs issued after their leaving the BPA
7) What was the date that the DVLA were informed or became aware that PPS were no longer BPA members.
The reason I want you to ask all of these questions is because I strongly suspect that the DVLA were unaware that PPS were no longer members of the BPA until sometime around the 5th November. If that is the case then they may have inadvertently and unlawfully released RK data to PPS for PCN's issued after their BPA membership had finished.
