Out of my area here ‘up North’ but friend's son received from NCP in Colchester a ‘Parking Contravention Charge Notice’ whilst parked in the ‘Colchester Station CP’ for ‘after the expiry of time paid for in a pay and display car park’

Ignore as usual?

Technically he owes them the amount of a pay and display ticket to cover the overstay, but he most certainly doesn't owe them the inevitable £60 (or whatever it is) that they are alleging he owes in what they like to make out is a 'fine' or 'penalty', but what is in fact a speculative invoice.

For 100% peace of mind he might consider sending them the overstay charge, but just ignoring it will still amount to nothing at the end of the day.

Does it have any reference to Byelaw 14?

NCP are the operator but its National Rail land so by calling it a 'Parking Contravention Charge Notice' it's a dead cert NCP begging letter but I'd be interested to see how they intend to follow up this one in light of the VCS case.
