Hi,
recieved a PCN today whilst parked underneath a faded sign so I sought help from the internet and found you guys.
The 'P' bit in the sign is faded, see attached photo, so do I have grounds for appeal? The CEO who issued the ticket didn't think so, obvioulsy! Attached is PCN, front and back and a photo of the sign.
Thanks

The CEO also told me that they had observed the car at 11.45am and they have 'ways to tell if the car has been moved'.

AS far as I can see, there is a white square stuck over the sign at the left hand corner? Please can you rotate the page of the PCN?

It looks like a white square but it's faded to the point where you can't see what was supposed to be there. There are two other signs in the vacinity which are the same.

OK. I am off to bed. The sign is rubbish - they should not be enforcing this location and the PCN does not satisfy 3(2)(b)(ii) of the Appeals Regulations in my view.

(2) A penalty charge notice served under regulation 9 of the General Regulations must, in addition to the matters required to be included in it under paragraph 1 of the Schedule to the General Regulations, include the following information

(ii)but that, if a notice to owner is served notwithstanding those representations, representations against the penalty charge must be made in the form and manner and at the time specified in the notice to owner.

Re the sign:

(a)before the order comes into force, the placing on or near the road of such traffic signs in such positions as the order making authority may consider requisite for securing that adequate information as to the effect of the order is made available to persons using the road;

(b)the maintenance of such signs for so long as the order remains in force; and

©in a case where the order revokes, amends or alters the application of a previous order, the removal or replacement of existing traffic signs as the authority considers requisite to avoid confusion to road users by signs being left in the wrong positions.
