I would really appreciate some advice.

Today I received a PCN from Southwark council CODE 27 Parked in a special enforcement area adjacent to a footway, cycle track or verge lowered to meet the level of a carriage way.

For starters, I had no idea I couldn't park here, there aren't any signs or markings on the road. Parking was really tight today as the main section of the road I was parked on was closed for tree cutting or something similar, another car was pulling out of the space as I arrived and since there weren't any signs or road markings, I pulled in. I was only there briefly to drop shopping off at my flat - maybe 15/20 min. The opposite side of the road has yellow lines around the dropped curb, but the side I was parked on didn't.

I was just wondering if I should just pay it or if I could appeal against it, and would really appreciate some advice.
