What I think happened was they ticketed the car and deliberately took photos to get evidence without any views which would back up the driver.
I suggested applying for costs wouldn't hurt, frankly if it was me I would go for the full travelling, preparation etc.

Last july we were fined for parking with two wheels on the pavement
under a sign that says parking allowed here on pavement.
We had a photo of the car and sign and made an appeal but the appeal
was turned down and the parking people supplied their own photo but on this picture it had been taken at such an angle as to ommit the sign,so far we have had three appeals turned down and the final one is next saturday morning at the haymarket london only problem is every time you appeal the fine goes up I will just have to see how we get on. No problem with them taking pictures but on the last appeal they came up with at least seven different photos of the car all of them
mis-leading,surely they cannot take as many photos as this for every ticket they issue.I smell a rat somewhere!

The appeals were turned down by the council because there were no white line present although the sign is still there saying that on pavement parking is allowed, all appeals have gone back to the same
council p o box no. so it is obvious that I am goig to get the same result. This final appeal is with the parking and traffic appeals service new zealand house the haymarket london but I am not that confident but what else can I do?I am in the right ,if I was not I would pay the fine but I dont hold out much hope.

After seven months of fighting the London Borough of Bexley over a parking ticket we had a meeting with the adjudicator at the Haymarket in London on Saturday morning and after studying the evidence of both sides he decided that there was no case to answer
and he had no hesitaion in allowing our appeal, following this he said
he would be writing a very strong letter to the Council regarding
the mis-leading photos that they produced,so all in all a good day for the underdog so if you think you have a good case its worth having a go because the adjudicators are very fair.Ronnie.
