Its the speed your doing through the radar beam near the start of the markings and while the two photo's are taken that counts, if you think its a misread (unlikely from what you say) write and ask for photo's 'to help confirm the drivers ID' (not proof or evidence, you're not entitled to that at this stage) and you'll usually be sent something of use.
