In similar vein, having driven along the A259 from Folkestone through Hythe toward Rye, NONE of the speed limit boards are illuminated and they MUST be according to TSRGD. Any advice anyone?

This only apples to the terminal signs (the ones at the start of the new limit) and only if they are within 50m of street lighting. Are the signs you mention terminal signs or near other lights?

The only signs on the A259 not within 50m of a street light are the commencement of the 30 limit coming from rye towards New romney. ALL others from Folkestone to New Romney are within 50m of street lights. In some cases, the street lights do not or have not worked for a while, but TSRGD makes no mention of that! On some of the minor roads that join the A259, the 30 signs do not have lights, despite being within 50m of street lights.

Some of the lights are broken, some do not work, others are missing! Oh, I'm just waiting for someone to get nicked and challenge it in court.

It's only the signs at the beginning of the limit that need illumination if they are within 50m of street lighting.

Yes, they ALL fail to comply with that! But, do the street lights have to work to be classed as a street light??

The M11 was a motorway. Motorways cannot be restricted roads. In any case, the limit was 50 MPH, not 30 MPH.
