Full Version: 2 x PCN's for one alleged loading bay offence...

I've just received two PCN's for one alleged loading bay offence:
I'd just finished loading and was returning to my vehicle when I saw 2 community police standing by my taxi in the loading bay. I was told that I had been longer than the prescribed time, they hadn't seen me loading and the taxi wasn't a commercial vehicle.
I replied that there was no time limit in the sign, and it wasn't my fault they hadn't seen me loading. No ticket was issued and so therefore I drove off. I have now received two PCN's for this. Is this a defence in itself or shall I state that no offence took place as I had adhered to the sign.

PCSOs cannot issue PCNs they issue FPN fixed penalty notices, you will have to provide proof of loading since it was not observed and if they pursue it go to magistrates court.

PCSO do not issue PCNs

I was not issued a ticket at the time, but I've just received two Transport For London Notice to owner forms for identical time/place. Is this what you want me copy ?

Sorry didn't realise it must have been on a Red Route? PCSOs are attatched to the Tfl Red Route patrols and do issue PCNs on Red Routes.

So, any ideas as to why I have been sent two tickets for the one alleged offence ?
Is it still for them to prove I wasn't loading ?

u cannot have 2 pcns for one continuing contravention

pcn needs to be served and wasnt

loading exemption

all good claims it woudl appear

Could be a clerical error is the Officer number and time exactly the same on both?

Is one the PCN and the other Notice to Owner? The PCN must have served by post

Sometimes you can get two notices due to clerical error (common in Islington where they are so thick)

They are both Transport For London, Notice to owner forms. They are identical except the penalty charge notice number is different, ( but no ticket was issued to me at the time.)
