It's a long straight clear stretch of road with no other traffic around, at what speeds do the police decide to go ahead with careless/dangerous charges as opposed to just speeding? (bearing in mind the driver is driving as would be considered safe on the autobahn)

Speed doesn't come into it, You can drive like a prat at any velocity.However, my understanding of it is that usually you will get pulled for speeding, and only get done for something else if the police officer considers you a danger to other road users. The policeman's opinion here is paramount, and each one is different.
