The link you gave me, CP8759, kept 'crashing' when I hit the submit button. Turns out that, to contest these notices sent to the EU, you have to go to
http://www.epcplc.com and input the (in my case 13-figure) ref number.
After submitting my dispute I got this confirmation:
"Thank you for your communication.
Your case has been placed on hold, pending a review of the circumstances of your representation. This may involve forwarding your case to the relevant authority for a decision.
Our aim is to respond to your query within 28 days, however, please note that the process can take much longer if the case needs to be forwarded to the relevant authority or during busy periods. No further communication is required by you as your case is placed on hold and it will not progress any further, without you being notified. If you do submit a new communication, this will be treated as a new case and the time to handle the case will start from the beginning.
You will be informed as soon as a decision has been made. If your communication relates to any other matter, it will be forwarded to the relevant department. If your communication relates to data protection or GDPR matters, please refer to the EPC Group privacy notice on our website, www.epcplc.com/privacy_notice, which provides further information and details of how data subjects can exercise their rights. Please note that as we must verify your identity in order for you to exercise your rights, all requests should be submitted via the EPC website."

Hi Alfmutz, we had the same unpleasant surprise today: 7 PCNs for not registering my EURO 4 Emissions car! 4 in April and 3 in October.
We received all 7 in one letter today.

Do you have a link on the TFL website to challenge the penalty?
When I fill in the PCN's code it says it has been transferred to EPC or I can pay. There is not option to challenge or appeal.
Please let me us how your appeal goes.
