Hi all,

Please can anyone advise me if there’s something worthy of putting in the appeal apart from listing circumstances.

Lodge Drive Car Park in Enfield has a handful of free 45 mins parking spots for local shopping. Since covid it now has a walk in testing centre in the car park on the end where the yellow lined free spots are. It’s now not easy to Find spots quickly as it’s mostly used up by people using the testing centre.

My husband needed to use the car park for short time to Pick up some stuff from a local shop and also to check if the test centre had any lateral flows in stock. He got excited to see a spot which he thought was within the yellow lines but it was actually a car spot away. He put on a free ticket and left to return within 15 Minutes to find a ticket on windscreen.

Just to add, me and my kids have tested positive and have been self isolating at my parents and my husband has been doing shops and picking up the lateral flows for us at the time if that matters in any way.

Sorry if these sound like stupid questions, but was the P&D ticket definitely from that car park, and is there any requirement to input the number plate when getting a P&D ticket? If the answers are no and yes respectively, this looks like a basic CEO error unless I'm missing something?

Are the small number of free (for a finite period) bays adequately marked, such that any visiting driver can distinguish them from the normal pay and display bays?

The Council snaps don't seem to show any markings?

Seems these bay are marked and signed in yellow and you can see the markings:

The ticket displayed was from this car park. No need to input number plate. Just press green button and it prints out a free one marking 45 mins. I’ve forgotten the process for paid ticket, that might require number plate input. I can double check and get back if needed

Apart from the yellow lines I don’t recall any other clear marking or
Signs but I will get the area photographed. Many people I know have messed up as they either didn’t understand they need to print a ticket or that they need to be in yellow boxes only.

Also need to see the bay markings and signs as they currently stand, GSV is 2017 so is clearly not up-to-date. However, if the free bays are outlined with yellow lines the photos show your husband not in a yellow line marked bay. I suspect he was in too much of a hurry and failed to check the car was in a free bay. However until we can see up-to-date photos, plusa photo of the text on the car park conditions board, it's difficult to give full advice.

OP as you obtained a ticket then, IMO, the tariff board and instructions on the machine should be photographed (and any other signs) as it's what they state in combination which would apply in this situation.

You enter the car park and see the main board which makes no
Mention of free parking. If you drive around to the left then you spot the 20 free spots which have a board up for the free parking .

Well I can see this board:



which has the same message as this other one:



If the only message was the one on the P&D machine (In marked bays only) we could play silly buggers about all bays being "marked bays", but given the T&C board and the signs I think most adjudicators would accept the contravention is made out.

Not sure whether there is just more demand for the free spaces or if some have been obstructed by the testing center.

If many have been obstructed is it possible to determine which 20 bays are allocated?
