I have looked through some of the old threads, but can't seem to find exactly what I need, so a moment of your time would be greatly appreciated.
In basis, just after Christmas, I stopped by the side of the road to go to a cashpoint.
No spaces available, so stopped by the side, leaving the engine running, and my partner in the car. Was out the car for no more than 3 minutes.
There are signs on a nearby fence, but I don't know the area, and just thought it was a normal street.
Two weeks later, the RK (my octogenarian father) received a (bullying) invite to pay a (out of proportion) £60-100) fine by the parasites 'PCN' acting for 'Secure-a-space', for this OUTRAGIOUS ACT! Allegedly parking 'outside a marked space'...

He went back to them, just saying he wasn't anywhere near the car on the date alleged, and requesting they provide proof.
Over two weeks later, he received back 3 grainy photo's showing the car from a distance, with no more than 3 minutes between the time stamps.
Needless to say, I think this is totally overzealous enforcement, and what with my MS, meaning I can't work regular hours, even the lower figure represents nearly a days earnings for me....
So...my question is, can I appeal on the basis of no time to form a contract, or does being next to a double yellow rule that out? Do they even have a basis in law on 'Private Property'?
