Hi,

Can anyone tell me what effect the 1689 Bill of Rights has on the decriminalised parking, especially in light of Justice Collins stating claims against PCNs under the Bill of Rights are nonsense and baseless.

the collins ruling which said they are not fines and thus not subject to BoR is i belive up for appeal

in any case the independendent adjudication would then need
to be challenged - probably on the basis that it is balance of probs
not beyond reasonable doubt, lack of appeal procedure and questions over independence
