I have been issued a PCN for using a bus lane on 26/12/19, Boxing Day (Bank Holiday), in Sheffield. The bus lane is only active at certain times.
Does this give any grounds for appeal?

Yet another OP who thought bus lane restrictions did not apply on Bank Holidays. Unless a bus lane restrictions sign specifically excludes Bank Holidays, they are included in the restriction if the day falls within the restricted days.

You might care to post-up the PCN so it can be examined for fatal errors.

Not what I would have preferred to hear but please see links above to PCN pages 1 and 2
