Full Version: PCN (PARKED IN A PERMIT SPACE)

My dad's just come home from a dentist appointment and he's informed me that he's got a PCN from Birmingham City Council. He parked in "a permit space without displaying a valid permit". He does not contend this, as he later realised these were permit spaces (he failed to see the signs, an honest mistake).

He's asked me to pay the ticket, but I can't, as the "The Penalty Charge Notice could not be found." I'm told to do the following:

"Please re-check that you have entered your details correctly (Penalty Charge Notice Number first starting with "BM" and then 8 digits, then your vehicle registration number)."

I've tried several times, the PCN number and reg plate are correct, but the ticket is not found.

What do I do now? The ticket was issued today (08/01/2020) at 11:29.

Wait until tomorrow - you're jumping the gun. I expect the details will be uploaded to the council system tonight.

Wait a day or so, it takes a bit of time to update the system. While your waiting post a copy of the PCN and a GSV here we can have a look to see if all is in order

I'mm not sure what GSV is, but I've uploaded the PCN. I guess it probably will show up at some point.

Several thoughts come to mind:
It's a vehicle whose livery suggests it's used in the course of a business or trade;
Who is the registered keeper of the vehicle?
If not your father, then is he self-employed?
If not and is employed, is this vehicle supplied to him by the company for work purposes?
If so, should he be using it for personal business and, importantly, is he insured while doing so?

As regards the contravention, you say he does not contest being parked wholly or partly within a permit bay - we cannot tell from the photos.

My advice regarding what you could do is dependent upon the answers to the above.

Hi, the vehicle is his. He is employed, but the vehicle is not provided by the company. It is his own vehicle, insured for SDP and Business use. He is also the registered keeper.

In regards to the photos, I too cannot clearly see him parked in the permit only bay, as the road markings are not photographed clearly. He says he assumed he must have been in a permit only bay seeing as he got the ticket.

I look forward to your advice.

He parked there for about 30-40 minutes (parked up at 11:10am, left between11:40-11:50am).

He was parked there because he had a a dentist appointment at 11:35am. The dentist is across the road (on Monument Road), and there was no parking available there (very limited parking available as there's a school, dentist, and some businesses near by). Having failed to park the van there, he parked on Ladywood Road, where he received this ticket.
