Hi all, I am wondering if you could advise me on this please.

I received a PCN in Newham near to where i live and have a permit for the area. I dont know whether to appeal it as the sign makes no sense to me. I read the sign as Permit holders could park there but if no permit then 20 mins no return. I will attach pic of sign.

We know these signs well.

Hale Road , East Ham , London .. the signs are nearly always painted over by the locals as you can see the black paint on sign.
