Hello,

I received a PCN I have received a PCN on the 27/09/19, stating ( Parking in a Special Enforcement Area Adjacent To A Footway,
Cycle Track or Verge Lowered To Meet The Level of The Carriageway ) in a residential road. Please could you review and let me know
if I have a valid case for a representation, for example, does this qualify as a minor infringement?

I think it's a bit too much for de-minimis to be honest.

Given the width of the driveway, I agree. Though De minimis (triviality now as the courts should not use Latin) is a subjective view so could go either way. It depends on your attitude to risk It will be the full penalty in play at adjudication

Yes I am the owner of the vehicle.

Thanks for your objective view. I am usually risk averse, but tend to be more risk tolerant with these tickets!

Would you recommend a representation for all it is worth. At this point, worst case scenario, they still give another 14 days to pay if they reject my case?

If so, are there any other grounds apart from De minimis?

The council will never accept de-minimis so you'd need to take it to the tribunal to get it overturned. De-minimis is something which, as you can see, reasonable people can disagree, so it would be down to the adjudicator you get on the day.
