I've gone back over the road in question and have found a number of signs hidden behind trees or overgrown foliage and in some cases the repeater signs are so badly faded that at 40mph they are eligible.

Should I send PACE first or a letter explaining that the signage did not meet Road Traffic Regulations Act, has subsequently been remedied and that I have photographic evidence of this (which I do)?

It is unlikey the scammera partnership will take any notice. If you want to fight it consider the PACE statement arround day 26/27 by "signed for next day " delivery and keep the proof of posting
