NIP has arrived for a previous tenant.

Can I return the NIP letter to the police admin with a note attached giving the persons new address.....??

The letter isn't addressed to you. Can you not give the letter to the ex-tenant (or post it) as you know their address?

I appreciate I COULD/CAN send it on direct but I'd prefer not to.

As it’s not addressed to you you can do anything you like
1/ forward it
2/ return to sender with or without forwarding address
3/ bin it, although that will result will then be they get summonsed and convicted for failing to respond with the driver’s details.

It's extremely unlikely that a police officer will prevent you reaching the pillar box.

Perhaps the most altruistic way of dealing with this would be to return the letter to sender, whilst making the previous tenant aware of this site, should they want expert advice?
