Hi, newbie here apologies if this is a repeated question. I did have a quick look through other posts.

A pcn has been received for a Tesco car park managed by Premier Park, camera stills show the car entering at 10:20 and leaving at 14:10
apparently overstaying the limited free parking time. However these are two separate visits to the car park.
There is proof (an eticket for a cinema in a different town 8 miles away) that the driver visited the car park then returned later in the day.

What is the best course of action here, ignore or contest?

Do you have any receipts for any purchases from the store?

No, would only have been groceries. Surely the camera must have picked up the car on the other times.

In a perfect world yes, this is known as a double dip. It happens a lot.
Others will follow with more advice.

You should definitely contest this double dip. It should be an easy win but Premier Park run a robo process so will probably turn down your first appeal.

Should pick up, yes, must, no, the unreliability of ANPR for this sort of usage is the exact reason councils are not permitted to use it!

Given the sub-optimal camera placements often forced on them (pragmatically) the ANPR is probably about 80% reliable, so perfectly plausible for the first exit and second entrance to fall in that other 20% (so about 1:25 of double parking events will create a double dip error), and to that the fact that you only need to have a larger car (and how many cars are truck shaped these days....) close behind when leaving and one close in front on entry and the camera can't even see your number plate let alone try and read it!

Thanks guys, looks like contesting it is the way to go, I'll update as it progresses

Make sure you don't reveal who was driving. State 'the driver' in the third person at all times.

Copy the receipt of the cinema ticket as evidence and (if possible) that you will provide witness statements (was the driver with someone else, or met anyone else?) for the intervening time.

Ok so an email was sent contesting this charge and this is the reply that was received today

“We write to acknowledge receipt of your recent online appeal, on behalf of the driver, appealing against the issuing of a Parking Charge Notice (PCN) to the vehicle.

We note your comments and must refer you to the Protection of Freedoms Act (PoFA) 2012, Schedule 4 - Recovery of unpaid Parking Charges. This is available to view online at:
http://www.legislation.gov.uk/ukpga/2012/9/schedule/4

We must therefore request that the details of the driver of the vehicle at the time of the contravention are supplied; this must include their full name and serviceable UK postal address. If you are unwilling or unable to provide these details the registered keeper of this vehicle will remain liable for this PCN. This information should be provided by 7th June 2018. Please note, Premier Park Limited will not reply to any correspondence until after the above date, if the requested information is not provided.

If we do not receive this information by the date given, the registered keeper of the vehicle at the date of event will be held liable.

Just sit and wait for them to respond further. There is no requirement under POFA to identify the driver.
