The road could very well be a private road. Note the line of blocks across the entrance.

Best check with your local council whether this is an adopted road.

Checked it. It's not an adopted road. Look here and so they are free to put up there signs. However those signs are forbidding, no offer of a contract to park and so the charge is penalty which is not allowed.

Ok so it's an unadopted road. However the road sign is a standard council type and and at some time the council have put down double yellow lines on one side. Most people would be unaware of the ownership.
I did ask Norwich City Council but you have answered my question-thanks.

Anyone can put down double yellow lines on land that they own and the council probably did place the street sign

Sign clearly says "Private Property" to anyone that reads it.
