But it won't stop them and it won't stop the PPC's from harassing the 'offending' motorist. Even if only a handful of motorists stump up to avoid the aggravation then the PPC and the budding David Baileys involved will all be in pocket.
Unless the motorist issues a court claim for harassment (extremely difficult unless major harassment) or a DPA breach, then none of this is going anywhere near a court.
