Dear All,
I am literally so dumb and stupid, I have done this. I have started taking my car to work and got a parking space in ST Georges Harrow Shopping centre. Since 02/03/2011 I have started taking a right turn which is prohibited which I did notice after I recieved 5 PCNS from harrow council with date of notice 14/03/2011. I know I did the wrong thing and it is not I did it purposely, there used to have a pavement in between incoming and outgoing traffic, which clearly distinguish and make visible about the sign board but now they have removed the pavement and I used to follow the road marks and I did the same thing till 16/03/2011. I recieved 5 PCN's on 16/03/2011 and recieved 4 more in the same week, so all together 9 PCN's and I am sure there will be more as I was doing this since 02/03/2011 till 16/03/2011 until I recieved those first 5 PCNS for "Prohibited Right Turn" and kept doing it. If you look at google maps, it looks like this but this is completely changed now and there is no pavement in the middle: http://maps.google.co.uk/maps?q=51.57888,-...,214.79,,0,9.44 I did write to parking.enforcement (Harrow) regarding my first 5 PCN's the same day and still waiting for there reply. I know I don't have any ground and as I did this mistake I have to pay but till-date it is £540 and still more to come for the same alleged contravention. My only point is 5 PCNs which dated 14/03/2011 (date of notice) the first and second one has a picture of my car dated 02/03/2011 (Morning & Afternoon, I was taking this right-turn twice a day), if they might have send this to me earlier the same week or next week I should have stopped doing that stupid mistake and should have avoided that turn but they sent me all together on 16/03/2011 with date of notice 14/03/2011 and the rest came the same week on saturday (4 more). I am quite scared as there are definately more to come as everyday i go home i am bit scared to open the door as there will be more . In my email to Parking Enforcement (Harrow), I did mention this but I am sure nothing will happen as I did this alleged and over the phone they told me you have to pay it, thats all. Please guys can you advise me something, I am going through a bad time with lot of stuff and my mistake is costing me too much which I can't even afford , I might end up in selling my car and get their PCN's paid Kind Regards, |

take photos to help understand what you mean
and upload.alternatively,write to council, saying you accept and will pay for first pcn if they will cancel all pcns before the service date of original pcn |

IMO don't pay for anything yet, you've got a little while - make good use of it.
Are you saying that the no right turn direction has only just been instituted, or are you saying that it's always been there but that the highway configuration has changed? And post at least one PCN from each of the issue dates (I assume they're all for the same contravention). And pl do it promptly and don't get sidetracked. HCA |

i still think it would be good to get an offer
to cancel subsequent pcns.even if you then go on to challenge the first pcn.i suggest this purely on the costs involved.worth searching for previous similar cases.i think there is one for islington for a no entry. |

thank you very much for your prompt response. I am quite scared, I will go through that similar case in detail as I just read few bits in there and it seems like to me it is a complete different case. As in my case there was a sign already there, the only thing which is changed is they remove the pavement and put the sign boards on the pavement each side of the road, I have committed a offence I wrote them and I am not sure how can I make them understand that it is totally my mistake and I am admitting and accepting it but please consider something and cancel my all PCNs and I will pay the first one but I really dont know how to ask them and explain them politely Sorry for being a pain but at this period of time I am going through a really rough time financially and personally so bit lost in few things I am arranging a picture as soon as possible for the right turn which I was taking for almost 2 weeks and gained 9 PCN's in a row |

I agree. It isn't said enough on forum. I also got Islington to cancel 2 out of 3 on the basis of first known. Kind Regards Just use a common sense approach. Along the lines of - you would not have commited subsequent contraventions had you known about the first. They must at least be seen to consider exercising such discretion. It's a bit awkward though cos that kinda admits the first. In my case I was assisting someone with PCN technical issues and he did the common sense bit himself. -------------------- |

Please if you can help what to write to them as I did 2 emails previously and haven't got any response from them. When I recieved the first 5 I emailed them straight away and then the second email when I recieved other 4's. Now I wanted to email them about these new 4 PCNS which bring the total of 13 PCN, please if you guys can help me in drafting the email, I am completely devastated and my mind is stopped working, it is a request to you all Regards |

who exactly did you e-mail and what did you write?
also a good time to find out who your local council representative is and be ready to write to them too asking them to speak to council on your behalf. also make an appointment to visit your M.P. your priority is to get the repeat pcns cancelled. I just called Parking enforcement (Harrow Council), spoke to the representative there, she said they have responded to my email in writing which I will recieve by today or tommorow what she also did is she explained me over the phone that they have rejected my query and I have to pay all £780.00 The lady told me they are not even considering anything, they asked me to pay the whole amount and the outstanding amount is £780 completely devastated Kind Regards, |

Absolutely not. Councillors should not advocate or otherwise get involved with this quasi-judicial process in respect of a specific issue i.e. once there's a PCN with the constituent's reg no. on it. If they do, they risk being hauled up before the council's Standards Committe, and any officer acting on behalf of any such approach risks being subject to disciplinary proceedings. HCA also make an appointment to visit your M.P. your priority is to get the repeat pcns cancelled. |

hcandersen I will not do that, thank you. Any advise, anything which can help me to tell them yes sure I have done a mistake and I do accept it but repeated PCNs will destroy my personal life for the same mistake that should have rectified earlier (I am saying all these to myself - gone nuts ) I think there is nothing I can do, now I have to manage and arrange the money as this will lead to increase the penalty charges to £120 if it exceeded more than 14 days period. Anyone can advise or suggest me anything as I am sure there is nothing much to be done in this case |

£1560 is a lot to fight for and £780 is a lot to pay.
Calm down despite such a horrendous fright, take a deep breath and get out and get up to date pics at least. The experts will check signs etc. Also view at least one vid - but preferably all. Check what evidence they have. -------------------- |

I think there is no hope, "Spitfire_55" I haven't recieved there rejection letter yet only recieved the remaning 4 PCNs from the council through post which they told me already over the phone. "Neil B" - I don't think so video will of any help as the link I posted earlier with one of my PCN reference number & my vehicle registration number will list all the HR there against my car and you will see quite few images related to each HR. I have taken some pictures and will soon post them here but it seems the signs or ok and it is me who made a clear and costly mistake I am still waiting for their rejection letter to see what they have written in there. In addition, I have written an email to PATAS enquiries asking them am I eligible for an appeal I might have done it wrong may but I couldnt think any more regarding this Thank you guys for your help and support, I just need to pay £780 (13 PCNS) to get out of this situation else each PCN will cost me addition £60.
