Section 172 - Criminal Offence?

Supposing someone had been taken to court for section 172 - failure to provide driver's details, and had been given a "fine and collection order".
Would this count as a criminal offence as far as applying for jobs which require a CRB check?

No, it's a non-recordable offence. An insurance company will weight your premium unfavourably for the MS90 points it will give you though.
