Because it was nightime, he's headlights obscured my view ahead and I did not see the fixed speed camera at the side of the road.

You need to understand from the outset that while you will receive much help and support from members on the forums, you will need to put time and effort into fighting your case and ultimately be prepared to stand up in court to defend yourself.

Additional information - Although I'm unsure if the NIP was sent first or second class, I know it wasn't recorded delivery.

Very few send recorded, if you hade the envelope you could tell by the amount shown in the franking, however the correct route is to return the S172 request unsigned, however read up on here about the possibility of visits from the BiB on this.
