Hi
My wife recently recieved the following PCN for entering a restricted area 9 mins into the area becoming restricted. She didnt notice the signage as its on a roundabout. I was wondering if there was any possibility to appeal the penalty. As you can see the signage is only on the exit.. and not before so i dont see how anyone can react that quickly even if they saw it. To me it feels like a money trap for the council. Maybe they have made a mistake with the reference to Virginia Road on the PCN.
TBH how the restriction works off a roundabout escapes me. Here's the Notice:- https://www.thegazette.co.uk/notice/3375651 It gives the restriction as Biggin Way "between Biggin Hill & Downsview Road" Mick |

According to the Map. Biggin way is between Downsview Road And Virginia Road.
So virginia Road is next to Biggin way. I have saved a copy of the map in the folders as well. |

As biggin way is off a round about , should they state all 3 names on the Road traffic act.
Also should they be providing video evidence ? its still not online. |

Can you pop back and check if there are any advance warning signs on the approaches to the roundabout? Also can you get us pictures of the signs?

Upload to an external site like imgur.com or imgbb.com as there's no upload space on here. Then either use the BB codes to embed the images in a post (if you know or can work out how to do that), or just give us a link.

Also if she was coming from virginia road, then the hump sign might be blocking the view.
Do they need to provide a video ? Also should she have been fined if it was only 9 mins into the start of the zone becoming restricted. |
