NTO for 30F Contravention

Hello everyone. This is my first post on PePipoo, so please forgive any errors.

Have taken a look around the forum and came across the PCN fault finding database.
Also read the sticky on posting images, but just read a recent post and that recommended using imgbb. Hope this is acceptable.

I reviewed what it says about PCN's from Greenwich Council, but am not sure if this relates to my situation.

The initial PCN was issued back in September 2019. An unfortunate event since the driver of the vehicle lives at the address where the contravention took place. Due to health concerns, the vehicle was left in a two hour bay outside the drivers house. unfortunately, the vehicle was in the bay for twenty minutes longer than the allotted two hours, and the PCN was issued.

The PCN was appealed using the informal online process, citing the health concerns that led to the contravention, but, perhaps unsurprisingly, these do not warrant the cancellation of the PCN.

The NTO has now arrived and I just want to know where to go from here? Appeal again on the same grounds, or even pay it if there are no options available.

The Driver is a pensioner of over 70 years of age. I genuinely believed this deserved some understanding given the health concerns and the fact this was a first time 'offence'.

Any assistance would be most welcome and appreciated.

So we can check the signs and lines we need the council photos and a GSV.

Now you have the NTO the discount is gone so you might as well carry on, I would suggest that they have failed to consider your challenge. That the PCN was issued correctly is a prerequisite of a consideration of mitigating factors, so the fact that it was issued correctly is not ground for denying consideration of that mitigation

Very unreasonable, I'd say, and definitely needs including in any appeal to London Tribunals.

Thanks for the speedy replies. These are all very interesting points.

Are the photos available on the council website?

Ive taken a look but cant see anything. Ive googled the terms too.

There might be a failure to consider, but we really need to see what representations were put forward. The council's cancellation criteria are published on the PCN spreadsheet you found, Greenwich has form for failing to follow its own policy so it's worth checking.

Please forgive the delay and this being last day to get this sent off, recent world events have had my focus...

I havent been able to find council pictures despite my efforts, if anyone can direct me that would be great.

There is no time to advise further so what you have will have to do. The council will reject. When you get that rejection we need to see it with enough time to help

Are you the RK of the vehicle? if not make sure you submit a written authority signed by that person allowing you to make representation on their behalf.

Separately to your representation ask the council for the photos these will be a big help. also we need to see you challenge as requested earlier
