PCN - 50R Prohibited RIght Turn

Today I received a PCN; 50R Performing a prohibited turn.
The date of the contravention was 29/07/2019.
The date of the letter is 09/08/2019.
I received the PCN today which is 13/08/2019.
Is this his within the time line to issue a PCN?
My partner was driving the car with L plates which we didn’t notice is was a No RIght turn until it was to late. The road ahead was built up with heavy traffic due to road works.

EDIT: There is no date on the envelope.

The left hand sign does not appear to be illuminated as required and the right hand one is right on the corner perhaps a bit to late We need to see the video

On the downside, that's a pretty bad piece of driving: you cut off the vehicle coming from Lavender Avenue and forced it to stop short of the junction, an adjudicator might not look kindly upon this.

On the upside, it looks like the light on the offside sign had failed, if neither sign was lit you have a case to be made on the lack of illumination. I would suggest your best option is to go back to London road in the evening and get a (date and time stamped) photo of the sign, to show that the light has failed.

if that's how you are teaching your partner to drive, stop your only hope is that the illumination on the signs failed, for an adjudicator would find that the only reason you failed to see the signs otherwise was the poor standard of driving

Last night we went back to London road to see the signs. The first sign is actually blocked by a tree which has no light what so ever so the visibility is extremely poor at night. There is another sign about 2MTR behind it which does have a light but this is extremely dim but can only be seen if your literally on top of the sign. You can not tell it’s a no right then unless your about to turn which would of been to late to stop and would of blocked the road including there is a yellow
Box so there was not really a choice but to continue. How do I time stamp a photo using iPhone?
