Cardiff Poor signage and no markings

Picked up a PCN after parking on Cathedral Rd in Cardiff, the parking bay isn't marked with road markings and the sign next to my car was worn out, the next post down in front of the shops had no sign on it all.

can i argue that the sign isnt clear and so the restrictions are not clear,

i spoke to the shop keepers about it and they said it was a new parking officer who issued the PCN and that the regular officers have said due to no road markings and worn out signage they never issue PCNS as they can't be enforced.

Well I read the sign on GSV and it told me Park - Mon-Sat 8.00am - 6.30pm maximum one hour, no return in one hour. Being this is Wales the rest of the sign is in Welsh, presumably giving the same information.

We need to see the PCN so detailed and informed advice can be given.

Just had my appeal back to say although the sign is worn they believe it is adequate, they have apparently informed the relevant department to have the sign amended . they have agreed on this occasion to cancel the PCN but say i am now aware of the restrictions and so if i repeat the parking duration i may not get the same decision. surely this is an admission that their markings are not sufficient.

also in response to that last reply , in wales all council notices legally have to be in Welsh as well as english so the council would have egg on their faces if they told me that its legible in english and that is sufficient. Plaid Cymru would have a meltdown

after speaking to a warden a day later at the same location she said that she would not look to enforce the restrictions there as they never stand up againts appeal due to the bays not being road marked correctly as the only lines visible are an old bike lane .
