Enforcement Notice- Camden bus lane contravention?

Hi, I wonder if anyone can help me please?

My husband received an Enforcement notice from Camden council yesterday for being in a bus lane (Bloomsbury Way) , and caught by camera. The date of the offence was 1/8/2018?? The fine is £130 which rises to £195 if not paid within 28 days. There is no offer of a reduced charge for prompt payment?

We have looked at the camera photos and he was in the bus lane, we are not from London so he probably just made an error not knowing where he was going. Although we haven't been able to access the video yet? However, we are surprised that the offence took place in August last year and there was no offer of a reduced rate to pay? So I googled and found your website so thought i would ask you guys for some advice?

The car is leased, but our address is correct everywhere and we haven't moved house. From what I have read we should have got a PCN letter before this enforcement one? Is that correct? Would we have got a reduced charge for prompt payment from Camden council if we had one?

Is there anything we can do? Many thanks.

The lease company would have got the PCN and it should have been reassigned to you but I expect delay has led to the enforcement notice - not your fault and you can at least appeal and ask for discount back. (note - only in London is there a two stage council process for bus lanes).

As for the contravention, if you PM me the details I'll post the video. Also post the notice.

Put pics on https://imgbb.com or such like.

Also, you may have been charged an admin fee by lease co.

Thank you so much for the prompt response. Do you know what London charge for the discount rate?

I'm not sure there is any point appealing the contravention as he looks from the photos to definitely be in a bus lane! It's just the time it's taken to get to us! and no reduced option I have issue with! I'm guessing the 28 days I've read about on here does not apply to leasehold cars, is that correct?

What info do you need to see the video? We've never had anything like this before so excuse my ignorance? I'm also not very tech savy!

The discount is 50%, so £65 instead of £130.

To get video I need PCN number and car reg.

I'm not sure that they can, on two counts -

1/. The 6 month max hire issue

2/. The stupidity of London bus lane legislation only, technically, allows that to happen at EN stage.

Minnie, please contact the lease co to ascertain events at their end, i.e. -
PCN received?
When?
What did they do?
When?
etc.

Yes, Minnie see Neil's post.Things are more complicated when lease company involved.

Video only cuts in at a far point down the lane but it looks bang to rights.

I thought from the photos he was in the wrong! 😞! I'll get him to contact the lease company for there input?

The Enforcement notice was dated 9/1/2019.

Put a redacted copy of the enforcement notice on imgur.com or similar and post a link, there can be errors in the small print that make it invalid.
