Hi,
Last month I used an NCP car park to drop my girlfriend off to collect a parcel. I stopped in a bay, stayed in the car and left the engine on. I received a Parking Charge Notice to Keeper for parking without payment. The evidence they provided is two photos showing my car entering the car park and leaving 13 minutes later. I've read through the sticky threads but it's still unclear to me whether this is something that I should be paying. Can somebody please help? |

I suggest that you post up a redacted copy of the PCN for comment. Don't be in any rush to pay anything. The good news is that these PPCs are really good at messing things up!

There’s an argument that as you used a bay you were ‘parked’. You had the opportunity to read the signs on display but presumably didn’t but a Judge may well conclude the contract was accepted by your conduct. (Having the engine running doesn’t matter)
However, does the NtK comply with the Protection Of Freedoms Act to hold the keeper liable? Or does it simply state the driver is liable? If they have failed to comply then there’s a way out without arguing about the period. Next time, stop on street on single or double yellow lines to drop passengers off and/or to collect a parcel.
That's partly what yellow lines are for (as long as there are no kerb blips). NEVER seek out a car park for such trivial day to day activity. I have no idea why people go for car parks when they have no reason to go there at all. Not saying to pay it, just saying stop seeking out a car park when you don't need one. |
