Hi Guys,
Hoping you can help. One of my friends was shocked to receive the following PCN from Parking Control Management. He did not park at the location but was merely helping unload his passenger and was barely there for a minute. A appeal has been sent off which has been rejected. I would really appreciate if you guys can advise whether its worth taking this further or best to pay the discounted amount. Many Thanks. Below is what was sent as the appeal letter which was rejected: I write in regards to the above PCN which I was shocked and surprised to receive as I am always incredibly careful to follow road signs, rules and regulations understanding their importance in keeping traffic flowing. Firstly the photographic evidence you have sent is not satisfactory enough to confirm whether the vehicle is the one in question. There is no evidence of the VRM in either picture. Please send me further evidence so I can confirm whether it is my vehicle or not. Secondly from your correspondence it is not clear what the alleged contravention is. Please can you clarify what the alleged contravention? Thirdly please note I am a private hire taxi driver working for Carrot Cars in Canary Wharf. At the time of the alleged contravention I had a job whereby I had to pick a customer from Heathrow and drop him off to Highpoint Village Station Approach, evidence 1 included from job sheet. According to TFL rules and regulations whilst I am carrying out my duties as a Private Hire Driver, “Picking up or dropping off is allowed on single and double yellow and red lines, in places where loading is not allowed (shown by markings on the kerb), in parking bays and in bus lanes”. This is exactly what happened in this situation. From the photographic evidence you can clearly see my boot open, on a yellow line, whereby you can infer I am unloading. I was there for a mere few seconds whilst I dropped the passenger off, took out his luggage and immediately moved away. As you can see from the photos I couldn’t park any further then the point I had, as there is a yellow box restriction in front of me. To confirm, if it is my vehicle, I was simple executing my duty as a Private Hire Driver I was not breaking any rules or restrictions, nor was a causing an obstruction or inconvenience to any other road user driver or passenger. I therefore hope you can consider this unfortunate situation. I am a law abiding citizen and would not knowingly break rule of any premises and I am fair towards others therefore I would like you to consider the above evidence before pursuing your course of action. Thank you for your time and efforts in the matter and hope to hear from you soon. This appeal has been rejected and the following correspondence was received: |

I would wait and see what they do next. There is nothing you can reasonably do at this time.

There are dozens of threads regarding this location
PCM's operation here is nothing less than a scam You almost certainly stopped in Station Approach, not High Point Village that is through the archway on the left The Protection of Freedoms Act does not apply to a location where the Road Traffic Enactments apply Academic as you've admitted you were driving The Private Road sign is the small brown one to the right of the entrance The Private Road writing on the road is cunningly hidden from the driver's vision by the speed bump The only PCM signs are in the bays on the right with, I think, one additional sign on the right near the station They are very high with tiny font There are no signs at all on the left PCM's contract with the landowner does not allow them to enforce stops of less than ten minutes They know this because they spent £3000 defending a claim under the Data Protection Act after a victim discovered this This has not stopped them issuing many claims although they lose most of them The claims are issued by Gladstones solicitors that is identical in ownership to the IPC (PCM trade association) The IPC also owns the IAS (the second appeal service) that guarantees to reject at least 85% of appeals DO NOT MAKE THE SECOND APPEAL Your best tactic now is to ignore everything short of an actual Letter Before Claim and give a hard response to it This may still be ignored but with this forum's help, you will win in the event of legal action |

I've received a letter from the Trace Debt Recovery regarding the same area. Since I've read the forum and I haven't paid them. And now its taken to court. For short summary, I dropped my partner at the spot on two occasions. The time spent each time was less than 1 min. I will be receiving a court date soon.
