Can anyone provide up to date info wether this should be paid or not? Have read somewhere that they should have waited 28 days before contacting DVLA for my details but it’s only been 26 days from the 20th until now. Thanks in advance

if anpr type ticket = delivered by day 15 (14 + 1) if ticket on car , cannot get info for 28 days

There was no ticket on car this letter is first I’ve heard of it offence was 20th January and letter is dated 15th February so it’s out of time isn’t it?

Not out of time but they cannot pursue the keeper, only the driver.

Indeed - so worth sending something off like (but hold off in case others have suggestions!):

"Thank you for the recent correspondence - I am responding as the Registered Keeper. As this reached me on xx/xx/xxxx, this is over the time required to rely on the Protections of Freedom Act, you cannot hold myself liable for the amount as the Registered keeper. I ask you instead notify the driver, of which I have no obligation to inform you of the identify of.

They are unlikely to drop it on this point alone however. Be prepared to receive debt collector letters and potentially a county court claim at some point in the next 6 years, so make sure you have mail redirection in place should you move! As they are IPC, we recommend you do not bother appealing seperately through their internal service, as it is unfair on you as the RK.

Without a ticket it must be within 14 days.

They have not delivered within the relevant period and probably know it. They have also not inluded the required wording specified in 9 (2) of POFA.

You asked this two posts under post #5 which told you what to say, appealing as keeper?!

Obviously the registered keeper has to also give their name and address, but NEVER say who was driving. This is easy.
