Sounds as though you are accused of exceeding the variable speed limit, but at this stage all you are being asked is to name the driver, so I suggest you reply asking for "any available photographs to assist in identifying the driver", if these are the new HADECS 3 cameras the photo will also show the limit in force at the time, but we are anyway told that the signs and the cameras are so securely linked for all HADECS cameras that there is no possibility of the camera enforcing a limit that is not displayed.
