About a week ago, I received a PCN from Ealing Council in London regarding stopping at the 'Keep Clear' boxed section on Greenford RD. It's one of those very long boxed junction and this was my first time driving on this road. Furthermore it was in the night and was dark and raining, though I kept a reasonable distance between the car in front, when I noticed, I was already in the boxed section and the car in front stopped and I had nowhere else to go but sit at the edge of the boxed section until the traffic started moving again.

Everything on the PCN seems to be in order however, when I tried to view the video footage of the alleged offence, through their site by entering the PCN and reg number, it keeps coming up with an error message "error processing the ticket" and 'Resubmit' button. It tells me to come back after 24 hours but I have been doing that all week but same thing happens each time.

I have even emailed them direct several times but no reply at all.

Obviously, I have 2 weeks to pay up to qualify for reduce £65 fine after that it becomes £130.

My question is, is this their way of preventing people from viewing the footage within that 2 weeks to make more money?

Although I have no excuse in stopping inside the boxed section, but I feel it is extremely unfair that I am unable to view the footage. Has anyone had a similar experience?

Thank you in advance.

Please post the PCN, all sides, with PCN Number, and car & address details blanked-out. Leave everything else in.

It is very difficult to give meaningful advice without seeing the video, (assuming the PCN is OK and has no fatal errors - fatal for the council enforcement that is !). Like most London councils, they have a lot of competent but also a lot of very incompetent people, and funnily enough, these latter seem to end up in the parking and traffic enforcement department ! So it is not unusual to find you can't view the video. You must persevere and make sure you put in reps before the discount period expires. Emphasise that it was night with heavy rain making the YBJ markings impossible to see until you were on them, but which time it was too late. Also mention that the video of the allegation cannot be viewed as advised on their PCN.

Thank you for your kind reply.

I was going to give up and just pay.

Unfortunately, I was called out with my work and will be away from home until this Sunday. Therefore unable to post the pic of the PCN until late Sunday. What's worse, the 2 weeks ends the next day (Monday).

Indeed, without the video it would be very difficult and these people are making it very difficult.
I have sent them another email last night stating that the video still not viewable yet no replies.

If you PM me the car reg and PCN number I'll check the online system for you.

You should post the PCN in any case - omit only personal details.

Thank you for your reply and kindness.

As mentioned on previous post, I suddenly got called out and do not have the PCN with me to post a picture. I should be able to do so late Sunday.

Thank you once again for trying to help me.

Still no reply whatsoever from Ealing Council to all of my emails.

The scan of the original PCN as attached. I find it extremely unfair that the request to view the video footage has not be responded to.
