I'm guessing this wouldn't count as a single offence per se, but would it be worth returning both NIPs together with a covering letter explaining the situation and asking for them to consider it as one? E.g. It's no excuse, but I never had the chance to learn from my mistake.

Your first post covers all you need to say.

It's highly unlikely but don't ask, don't get. The point being as you note is that you didn't have the opportunity to rectify your mistake. (If you were stopped at the time then you would have been aware)

However, the signage seems fine and the system of streetlighting (restricted road) makes it hard to state you were unaware of the prevailing limit.

If not accepted as a single offence, when you are likely to get one offer of a course, provided you have not done one for an offence within 3 years, and one fixed penalty.

Just an update.

Returned both NIPs together with a covering letter.

Today I received a single letter offering a £100 penalty and 3 points.

Presumably I'll receive another letter offering a SAC relating to the 2nd NIP in the next few days too.

Possibly, possibly not, who can say! But probably yes as otherwise I'd just expect them to offer you the course.
