CPM parking fine

I've been given a PCN by CPM (UK Car Park Management). My car was parked in a pub customer car park. They state that it was an unauthorised vehicle.

I have taken pics of three different signs. The clearly posted sign at the main entrance, and the most prominent one states "Customer Parking Only". (The car was parked for less than an hour). A second, old tatty sign, states "permit holders or patrons exempt" and a third is CPM's saying "authorised parking only".

I appealed thinking I had a very good case but they've turned it down telling me to pay within 28 days or referring me to the IAS. Not only that but I didn't get the PCN for a month as I was out of the country so no longer eligible for their 'discount'.

I tried phoning the pub for their opinion but no-one replies.

Any advice would be very welcome.

Sounds hopeless but what will happen if I don't appeal to them? I imagine they won't just drop it.

Still unsure where I stand if I ignore it and don't appeal. I understand the IAS will turn it down but then surely they'll take me to court whether I appeal or not.

So if it goes to court then you bring out the forbidding signs with no offer of a contract to park for non permit holders and non authorised.

You can demonstrate to a court that you've acted reasonably by engaging with the company

You undo the good work if you appeal to the IAS and then don't pay

All you will achieve is hand UKCPM an "independent" decision to wave in court
At the same time, you will be seen as putting UKCPM to the time and expense of responding to your appeal when you had no intention to accept the result if you lost

Much better to now ignore all correspondence short of a Letter Before Claim

When they are about to take you to court they have first to issue a "Letter Before Claim" and give you 30 days to say why you are not liable.

Thanks. I suppose it's almost certain I'll be sent one of these. I'll need to repeat the reasons I'm not liable which they didn't address in the first place.
