And just to add for newbies looking here, UKPS cannot get DVLA access because at the time of this reply they are not BPA AOS members. So anyone getting a fake PCN like that one should ignore it, not appeal, not supply any info. There should be no letters arriving at all so it's just like getting a Burger King flyer on your windscreen.
