I had a ticket from UKCPM on the day my son moved into his new flat. He has a numbered parking bay, and the letting agent just told him that his rent included a parking space, no mention of a permit. I was parked in a disabled space (I'm genuinely disabled and have a blue badge) but his space was much nearer his flat so I moved my car, thus freeing up the disabled space for anyone else needing it. The signage was not close to my son's bay, and I didn't go over to look at it because I just assumed it was for people who didn't have a numbered space (they issue a certain number of 'guest' permits, not numbered).
Anyhow, long story short, I ignored the ticket then found out you shouldn't ignore, so I sent in an appeal. I've just had a letter today rejecting my appeal (surprise, surprise!) but although they've got my registration and name/address correct, they've got the location and issue date wrong, and the date of the letter is Feb 2017. Firstly, do I have any grounds for ignoring this rejection seeing they've got some of the information wrong? Secondly, what do I do next? IAS, POLSA? Many thanks. Please post the ticket from UKPCM, your appeal and their rejection, suitably redacted of ALL personal identifying detail but leaving dates visible. What does your son's lease/tenancy agreement say about parking?

Thanks very much. I will get them scanned and posted as PDFs. The previous tenant to my son had a parking permit but she didn't return it to the letting agent until the day after my son moved in, but I will ask him to check his tenancy agreement.

Post the tenancy agreement in its entirety (after redacting any personal details).
You will probably need to upload it to another site and post a link here. On the assumption that your son is the tenant of a buy-to-rent landlord, your son will also need his landlord's lease. If the landlord will not provide a copy, your son can get his own copy from the Land Registry by completing form OC2 and paying a modest fee. Sadly, you cannot get the lease online from the Land Registry. |

Original post edited to add copies of ticket, demand, appeal, and unsuccessful appeal notice.
It will take time to get a copy of son's tenancy agreement as he doesn't live near me and doesn't own a scanner so will have to take it to work, etc, etc. |

Thank you very much cabbyman. I was hoping that they might not push a genuinely disabled person to court, especially when I vacated a disabled space for someone else, in favour of using my son's empty space.
Do I need to cover all bases by appealing to the IAS? Thanks again, much appreciated. |

Whatever you do, do NOT ignore a letter of claim/letter before claim/letter before action - they are just different names for the same thing. You must respond to that by asking for lots of information and documents.
