Murdo Fraser (a Tory MSP) is well known for this type of ‘fair play’. I responded to the consultation back in 2017 and heard nothing more. It didn’t make it to the 2018-9 programme of Bills, and I doubt it will make much headway in 2019-20 as there is much more important business to address, but we’ll know more come September.

Keeper Liability in England and Wales was compensation to the parking industry for the clamping ban
Scotland simply called the practice extortion If it's introduced in Scotland, Mr Fraser shouldn't be surprised when somebody decides that the easiest way to dispose of an unwanted vehicle is to transfer the registration to him and, after waiting several weeks for the DVLA process, leave it in a suitable car park |

I believe this act received Royal Assent in October 2019. Does anyone know if keeper liability is now in force in Scotland or not ?

In addition the relevant requirements haven't yet been published, so while it's possible a random PCN may comply it's unlikely!
