Parking on Single Yellow Line, Penalty Charge Notice

I am looking for any advice on my spouse receiving a Penalty Charge Notice this morning.

He had an hospital appointment and was running late, he could not find any parking spaces inside the hospital car park,
so resorted to parking outside the hospital grounds on the main road, he didn't realise that he had parked on a single yellow line, as there were many others cars parked
there too.

When he returned to the car, there was the PCN under the wiper blade.

He believes his car was the only one that had received a ticket.

As I understand it, the council has issued this fine and you cannot fight the council or the police and have to pay.

The penalty states that it is £70 or if you pay within the 14 days you get 50% off.

So will he have to pay up and lesson learn't, or is there a way to appeal it.

Many thanks in advance for any help you can give.

If it was a council PCN then this thread needs to be in a different part of the forum.

Please confirm who issued it - if it says 'penalty' then it probably was the council.

There may still be ways to 'fight'.

Hi All

Thank you for replying so quickly.

I will post the PCN on here later on today.

From what he has told me it is definitely a Penalty Charge Notice and not a Parking Charge Notice.

Hi

I need help on how to upload the scan of PCN.

As I try to attach the file, it gives me a notification saying that it is too big and so has failed.

I am scanning it in as a PDF file.

Is there another way to do it please.

I'm a newbie too and I looked on the stickies for how to upload images, they need to be a jpeg and then add them to tinypic to get a url, the instructions are on the stickies

Hi

I am having a lot of trouble uploading the PCN, I used pixlr.com and was able to crop and save it, and it ended up in the

Manage current attachments menu, but when I click on it to upload it, a message appears saying "No file selected"

I am at a loss as to what to do next, sorry folks, and I thought I was IT competent too.

OP has PM'ed me for assistance in uploading photos. I've also gathered the essential facts.

The driver, OP's spouse, parked outside the hospital as he had an appointment. With hospital on his mind, he did not think whether there was an issue parking.

The time plate states that parking is prohibited 10am - 11am, and 3pm - 4pm.

Well there are obviously ways of fighting a PCN, but you must have some sort of basis for doing so. The contravention looks banged-to-rights, so I suspect paying the discount might be the most sensible option. If it was just a routine appointment, I don't see the council using discretion to cancel, though of course you could ask.
